At issue: Can golf cart safety be improved in Peachtree City?   Jill Howard Church for the AJC Published   20 May 2017 With school letting out and summer weather beckoning, Peachtree City’s multi-use paths, streets and parking lots will be buzzing with golf carts. There are more than 10,000 registered gas- and electric-powered carts in the city, cruising through more than 100 miles of paths. In January, the Peachtree City Police Department reported a 33 percent increase in cart-related accidents in 2016, mostly involving teenagers. Social media posts in Peachtree City often cite incidents in which (mostly young) golf cart drivers blow past pedestrians without slowing down. This can be especially hazardous for dog walkers if the animals are on longer, less visible retractable leashes. The city’s updated brochure regarding golf cart use includes multiple safety warnings. Carts are not supposed to go more than 20 mph, and drivers are required to use a “horn or other audib

AT ISSUE: WHAT SHOULD PEACHTREE CITY DO ABOUT CART PATH SAFETY? Peachtree City is always buzzing with golf carts, but complaints continue to arise about drivers who drive too fast or pass without warning, endangering pedestrians, pets and other users of the city’s 100 miles of multi-use paths. Although the city’s safety rules stipulate that golf cart drivers must give audible warnings when approaching pedestrians, the City Council was recently approached about mandating horns on carts. The city says its existing regulations are sufficient, but we asked Peachtree City readers what improvements might be made. Here are some replies: The cart paths are definitely busier than when we moved to Peachtree City 30-plus years ago. Requiring registration numbers to be visible on the front and back of carts, not the sides, would help. At least there’s a chance to see the number and report unsafe drivers to police. — Shelley Hamann Teenagers getting their first taste of freedom v

ANNEXURE 7       From: Vanessa Fleisch Sent: Monday, February 27, 2017 12:43 PM To: susan@thewormalds.com Cc: City Council and City Manager ; Ted Meeker Subject: FW: Golf cart law or rule?     Dear Ms. Buekes,   Thank you again for expressing your concerns at our February 16 meeting.  I have reviewed your original request and Mr. Rorie’s responses (full thread included below). I also consulted with our City Attorney, Mr. Meeker from whom I received the following response:   "State law already establishes the equipment requirement.  A city ordinance is not necessary to implement it, and would in fact be duplicative."   Ted   Given the facts,  I remain in agreement that Peachtree City's ordinance does not need to be amended.   Thank you again, Vanessa Fleisch Mayor   ANNEXURE 8 Sec. 78-93. - Operation regulations. ANNEXURE 3   From: Jonathan Rorie Sent: Thursday, January 26, 2017 3:08 PM To: Susan Buekes ; City Council and City Manager Cc: Betsy Tyler Subject: RE: Golf Cart Regulations   Dear Ms. Buekes –   Thank you for sharing your concerns about safety on our paths and for suggesting that having horns or bells be required through our ordinance. The audible signal requirement is probably the most common complaint about our great path system.   In the past, we have worked to address this issue through education of our path users through the UPDATES email newsletter, the City’s Facebook page, and the path rules brochure.  We stepped up that education in 2016 with a redesign of the brochure, which you quoted in your letter, emphasizing the audible signal requirement in multiple locations.  Our Police Department has been distributing the brochures during their regular path safety checks, and every golf cart owner has received one with their renewal.  Wh
